Large PDF Documents Available for Download

The following documents are very large Portable Document Format (PDF) files. The best and sometimes only method to successfully retrieve a large hyperlinked document is to right-click on the link, which brings up a list of options. Scroll down to the "Save Target As" option. This will download the document to your default downloads location. From there, you can then promptly retrieve the document. You may also retrieve the documents via File Transfer Protocol (FTP), which may be much quicker.

The link below will take you to the temporary location on the GPO Access Federal Bulletin Board. There you may choose to download the entire document (182 pages), or the document broken down into the following four sections:

  • Pages 1-46
  • Pages 47-92
  • Pages 93-137
  • Pages 138-182
